I had originally identified this tune as Burt County Breakdown, but a reader pointed out that this is actually the Scottish tune Angus Campbell (composed by Scottish fiddler James Scott Skinner, according to the Fiddler's Companion).  Walters may have composed Burt County Breakdown based on this tune, leading to the confusion.

If anyone has a recording of Bob Walters playing the actual Burt County Breakdown, please let me know as I'd like to transcribe it.

There is some question as to the origin of this tune. It may have Celtic origins and be the inception of Scottish composer, J Scott Skinner, entitled, "Angus Campbell".
